Sahi said work was on to strengthen 383 incomplete secondary schools and 161 new higher secondary schools. The number of high schools in the state was 3,900 which include 68 government high schools, 72 minority high schools, 250 project high schools, 2,536 nationalized high schools, 963 upgraded high schools and 11 government Sanskrit schools. Besides, there are 429 Sanskrit schools; 1,128 madrassas (including nine for girls), 517 'anudanit' secondary schools and 463 'anudanit' senior secondary schools.

He said the average attendance of children in elementary schools was 62% with the maximum 71% recorded in Jehanabad and West Champaran districts. According to the minister, the state government has decided to introduce UTI's 'Retirement Benefit Pension Fund' for primary, secondary and higher secondary teachers. A sum of Rs 200 would be contributed to the fund every month by the teacher and the government each.

There is a move to construct examination halls for conducting university examinations in every district of the state. The preparation of curriculum for Nalanda International University is being expedited, the minister said and added there was a plan to convert 19 colleges of the state into centre of excellence.

Dutch actress Sylvia Kristel, whose iconic ‘Emmanuelle’ role symbolized the sexual revolution of the 1970s and who spent years fighting drug addiction, has died aged 60 after a battle with cancer.
    “She died during the night in her sleep,” agent Marieke Verharen said of the actress who had been admitted to an Amsterdam hospital in July following a stroke.
    Kristel was catapulted to fame in 1974 aged just 22 by her first movie, ‘Emmanuelle’ which recounted the erotic adventures of a young woman in Asia. A worldwide success, the French film was shown in a cinema on the Champs-Elysees in Paris for 13 years, and seen by at least 350 million people around the world, but Kristel never learned to live with her fame.
    The image used in the film’s promotional poster of Kristel sitting semi-naked in a wickerwork Peacock chair is seared into the minds of a generation of both men and women. With her short-cropped hair, innocent features and slender frame, she lured movie-goers with her “natural erotic attraction” and made “soft-core pornography acceptable”, Dutch media said,
    She soon became typecast in erotic roles, and admitted to taking acting jobs in the 1980s simply to make money to feed her expensive cocaine habit.
    “I was a silent actress, a body. I belonged to dreams, to those that can’t be broken,” Kristel, who for years battled drug and alcohol addiction, wrote in her 2006 autobiography ‘Naked’.
    Kristel was born on September 28, 1952 in Utrecht, where her parents ran a hotel near the train station. She wrote how she was sexually abused at age nine by the hotel’s manager.

 Transferring an IAS officer may be the prerogative of a government but Haryana irrespective of the party in power has made a mockery of the system by deviating from all service guidelines in the case of Ashok Khemka,who ordered scrutiny of Robert Vadras land records.
No officer of this elite service has ever been transferred so frequently by any state.The ministry of personnel the cadre controlling authority of IAS officers does not have other instance of similar transfers anywhere in the country.
Official records show that Khemka,a computer engineer who got his first posting as IAS officer in 1993,was transferred 43 times in 19 years with most of his postings lasting merely months.
During this period,he held eight posts in various departments for a month or less.Twelve of his 43 postings,incidentally,were in departments which dealt with land in one way or the other ranging from acquisition,consolidation,records and revenue management to development.
Executive Record Sheet (ERS) of the ministry of personnel shows that Khemka an IAS officer of the 1991 batch held only two postings that lasted for over a year.He got the first such tenure (one-and-a-half years) during 2005-06 as chief administrator of the urban development department.
Khemka,a joint secretarylevel officer,got a slightly longer tenure of one year and 10 months as managing director of the industry department during 2008-10.
In the backdrop of the latest transfer from his post of director general,consolidation of holdings and land records,where he was posted for less than three months,the officer claimed that the state government had abruptly transferred him as a punishment for acting as a whistle-blower in several dubious land transactions.
In his letter to the state chief secretary P K Chaudhery last week,he pointed out that there should be a minimum tenure of two years as per the statutory IAS (Fixation of Cadre Strength) Regulations 2010,but the state government has violated statutory regulations.
The chief secretary,however,said transfer was the prerogative of the government.The officer (Khemka) was transferred for administrative reasons, he said.
Khemka,in his letter,said,It is shocking to learn about my abrupt transfer... this is deliberate and malafide to punish me due to some vested elements in the political -bureaucratic hierarchy affected by the expose of the scams in consolidation of land holdings under the exercise of powers.

Vikram Pandit,the Nagpur-born CEO of Citigroup Inc,abruptly resigned on Tuesday after nearly five years at the helm of the worlds largest financial services network.
The resignation,which came just a day after the firm reported stronger-than-expected third-quarter earnings,sent shock waves through the financial world.No reasons were cited but Citigroups board said Pandit had stepped down as chief executive effective immediately,and would be replaced by the head of the banks European and Middle Eastern division,Michael L Corbat.
In a pro-forma departing statement,Pandit was quoted as saying,given the progress we have made in the last few years,I have concluded that now is the right time for someone else to take the helm at Citigroup,and that he could not be leaving the company in better hands.
Indeed,Pandit was credited with pulling Citigroup out of terminal decline when he was unexpectedly thrust into the top position in 2007 just before the financial crisis hit.

The Versova police arrested Raja Mukherji early on Monday morning for allegedly molesting a former TV professional and an aspiring film director on Sunday, after promising to introduce her to his actorsister Rani Mukherji. He was produced before the Andheri metropolitan magistrate court later in the day and released on bail.
    The victim planned to direct a film for which she wanted to cast Rani Mukherji. She approached Raja for help. He apparently invited her to a cafe at Andheri to listen to the script but then allegedly took her to an isolated spot in his car and groped and kissed her. ‘Rani’s brother kissed and groped me’
Mumbai: Rani Mukherji's brother, Raja, allegedly molested an aspiring film director here on Sunday. On the pretext of introducing her to his sister, he allegedly took her to an isolated spot. While she was briefing him about the story of the film she plans to make, he allegedly groped and kissed her. She managed to escape.
    She reached her Lokhandwala residence and discussed the incident with her mother, and then approached the Amboli police.
    Mukherji was booked under Indian Penal Code's sections 354 (criminal assault on a woman to outrage her modesty) and 363 (kidnapping). Both are bailable offences.
    Pratap Dighavkar, deputy commissioner of police (Zone 9), said, “We have booked Raja in the case. We are making inquiries about the witnesses to record their statements. We are also collecting technical evidence in the case.”
    The victim told TOI, “Raja asked me to join him in his car to reach a Four Bungalows café. He drove towards Versova and pulled over at the end of a road. I was telling him the gist of the story when he released his seat belt and pounced on me. He began to kiss and grope me. Somehow, I managed to push him and escape from the car.”
    Later, Mukherji allegedly sent SMSes trying to convince her that whatever had happened was usual in the film industry. But when he noticed that she did not respond, he SMSed his apologies. Mukherji, though, denied the allegations and said that he was being framed, “probably because she may be thinking this is the easiest way to reach Rani Mukherji”.

Two Americans were awarded the Nobel economics prize on Monday for studies on the matchmaking taking place when doctors are coupled up with hospitals, students with schools and human organs with transplant recipients.
    The work of Alvin Roth and Lloyd Shapley has sparked a “flourishing field of research” and helped improve the performance of many markets, the Royal Swedish Academy of Sciences said. Roth, 60, is a professor at Harvard University in Boston. Shapley, 89, is a professor emeritus at University of California LA.
    “This year’s prize concerns a central economic problem: how to match different agents as well as possible,” the academy said.
    Shapley made early theoretical inroads into the subject, using game theory to analyze different matching methods in the 1950s and 60s. Together with US economist David Gale, he developed a mathematical formula for how 10 men and 10 women could be coupled in a way so that no one would benefit from trading partners. While that may have had little impact on marriages and divorces, the algorithm they developed has been used to better understand many different markets.
    In the 1990s, Roth applied it to the market for allocating US student doctors to hospitals. He developed a new algorithm that was adopted by the National Resident Matching Program, which helps match resident doctors with the right hospitals.
    “Even though these two researchers worked independently, the combination of Shapley’s basic theory and Roth’s empirical investigations, experiments and practical design has generated a flourishing field of research and improved the performance of many markets,” the academy said. AP

Miracles happen and Ramajit Raghav is there to prove it. The farm hand claimed on Monday that he was the oldest person to father a child at the age of 96. What’s more, Raghav claimed to have beaten his own record as he was blessed with his first child in November 2010, when he was 94.
    On October 5, Raghav’s 52-year-old wife Shakuntala Devi gave birth to their second male child at a primary health centre in the town.
    The child is doing fine and is with his parents in their one-room accommodation on the city outskirts.
    Raghav had expressed his desire for a second son soon after the birth of his first whom he named Vikramjeet.

Kharkhoda (Sonipat): Although elated over the birth of his second child, named Ranjeet, 96-year-old Ramajit Raghav has now decided to make his wife undergo a tubectomy operation. Raghav’s age is recorded in the Haryana government’s social welfare department as 96.
    Claiming to have become a father at the oldest age, Raghav said he had remained a bachelor and practised celibacy throughout his life until he met Shakuntala about 10 years ago. “After staying together, we decided to extend our family and aspired for two sons. With God's grace, our wish has been fulfilled,” said Raghav, sporting a thick unkempt beard.
    In 2007, a Rajasthan man, 90-year-old Nanu Ram Jogi, had claimed to have been the oldest man to father a child, in his case his 21st child.
    Talking about his daily routine, Raghav said, “I wake up at five in the morning and go to bed before 8pm. During the day, I work in the fields and also take 1-2 hour afternoon nap.” He added his diet includes around two litres of cow's milk, fresh and green vegetables and chapattis.
    Asked about the secret of his vitality, he said he had been a wrestler in his younger days when his daily diet comprised half a kg of munched almonds, equal measure of ghee and three litres of milk besides vegetables and chapattis. Raghav said he had been a teetotaller and a strict vegetarian throughout his life.

In yet another shocking act of depraved violence against women, a 21-year-old south Asian student
of the country’s premier National Law School of India University was allegedly gang-raped by a group of seven to eight drunk men in the adjoining Jnanabharathi campus of Bangalore University late on Saturday night.
    The second-year undergraduate student was out with a male friend, who works with an IT major, in his Volkswagen Polo car in a forested area of the 1100-acre campus, just about 2km from the Centre for Gandhian Studies, when they were attacked. While the male friend, who is from Kollam in Kerala, was brutally beaten up, the girl was allegedly sexually assaulted by the gang.
    The girl was later taken to Vani Vilas Hospital where she was medically examined. The results are awaited.
    Established in 1987, the NLSIU is a dream destination for law students. The campus has girls and boys in equal numbers; foreign students comprise a minority.

Bangalore: Over four hours, a group of drunk men allegedly raped a National Law School student near the Bangalore University Campus and walked her to her hostel and thrust a Rs 10 note into her hands before fleeing. The 21-year-old victim frantically called her male friend, who was with her in a car when the men attacked and had been looking for her since.
    However, the police sought to downplay gang-rape allegations, saying the girl bore no injury or struggle marks during the medical examination.
    Quoting from a complaint filed by the assaulted student, the police said that around eight Kannada-speaking hoodlums arrived on foot around 9pm and smashed the windshield of the parked car with iron rods. They then asked the terrorized couple to get out of the car, hit the boy repeatedly on his face, and dragged them deeper into the thickly wooded campus, 14km from the city on the Mysore highway.
    According to the girl’s complaint, the assailants snatched her iPad and other electronic gadgets from her and raped her. They then walked her to the hostel on NLSIU campus where she stays, returned the gadgets, and thrust a 10-rupee note into her hands. TNN

An Austrian daredevil leapt into the stratosphere from a balloon hovering near the edge of space 38 km above Earth on Sunday, breaking as many as three world records including the highest skydive ever, project sponsors said. Cheers broke out as Felix Baumgartner, 43, jumped from a skateboard sized shelf outside the 11-by-8-foot fiberglass and acrylic capsule that was carried as high as 128,000 feet by an enormous balloon. “We love you Felix!” screamed the crowd as he plunged through the stratosphere.
    His body pierced the atmosphere at speeds topping 1,137 km per hour, appearing to achieve another of his goals: to become the first skydiver to break the speed of sound, said project spokeswoman Sarah Anderson.
    He sped toward Earth on the 65th anniversary of legendary American pilot Chuck Yeager’s flight shattering the sound barrier on October 14, 1947.
    Baumgartner broke records for the highest altitude manned balloon flight and the highest altitude skydive before landing safely on the ground and raising his arms in a victory salute about 10 minutes after he stepped into the air.
    As his tearyeyed mother, father and girlfriend watched on monitors miles below, Baumgartner prepared to jump from the pressurized capsule by going through a checklist of 40 items with project adviser Joe Kittinger, holder of a 30 km altitude parachute jump record that Baumgartner smashed. Earlier in the flight, he expressed concern that his astronaut-like helmet was not heating properly.
    “This is very serious, Joe,” said Baumgartner as the capsule, designed to remain at 55°F ascended in skies where temperatures were expected to plunge below -91.8°F (-67.8°C), according to the project’s website. “Sometimes it’s getting foggy when I exhale. ... I do not feel heat.”
    Baumgartner’s ascent into the stratosphere took about 2 1/2 hours. The 30 million-cubic-foot plastic balloon, is about one-tenth the thickness of a Ziploc bag, or roughly as thin as a dry cleaner bag.
    This attempt marked the end of a five-year road for Baumgartner, a record-setting high-altitude jumper. He had already made two preparation jumps in the area, one from 24km high and another from 29km high. It will also be the end of his extreme altitude jumping career; he has promised this will be his final jump.
    Baumgartner has said he plans to settle down with his girlfriend and fly helicopters on mountain rescue and firefighting missions. AGENCIES

The Indian military on Saturday bade farewell to the man who led one of its most daunting operations in recent memory, at a snow peak over 21,000 feet high and across frozen bodies of his fallen comrades, to evict enemy soldiers occupying a post named after the founder of their nation.
    Brigadier Varinder Singh, then a young Major, led the small assault team of 8 Jammu & Kashmir Light Infantry that captured the Quaid Post in Siachen glacier on June 26, 1987, after weeks of laborious, logistically challenging operation and several casualties.
    Singh (57) collapsed on Friday while playing basketball, and passed away a few hours later. He is survived by his wife Anita, a daughter and a son. Once Singh’s team captured it, Quaid Post was renamed Bana Top, after Subedar Bana Singh, a member of Singh’s assault team, who was awarded Param Vir Chakra, the highest gallantry award for the operation. Maj Singh, who was wounded in the operation, was awarded Vir Chakra.
    “We had no strength to celebrate... Ultimately, sheer doggedness wins. If we had once hesitated, Quaid would still be with Pakistan,” Singh told a defence blog recently.
    The 1987 operation, many would argue, was the peak of Indo-Pak hostilities in some sense, stretching their hatred to the highest peak in a forlorn glacier that was beyond the gaze of all invading armies and expanding empires through centuries.
