The Department of Biotechnology, Government of India is establishing the BioProcessing Unit (BPU), an autonomous institute in the "Knowledge City", at Sector-81, SAS Nagar, Mohali (Punjab). This futuristic innovation institute of its own kind in the country would link the innovations and emerging technologies with entrepreneurs in the area of bioprocesses and bio-products. To realize its vision and steer its mission, the institute intends to recruit scientists, technologists, and administrative support staff as detailed below:

1. Associate Plant Manager (Technical Innovation, Process/Plant Design and Operation): PB-4 (`Rs. 37400-67000) Grade Pay of  Rs. 8700 (higher start within the scale is possible for a deserving case): One Post (Unreserved).
    
Age limit: *Below 55 Years.

     Essential Qualifications:
(a)    Educational: Ph.D. or First class (or equivalent) M.Tech./M.E. in Chemical Engineering/Chemical Technology/Processing Design Technology/Processing Plant Engineering/Food Engineering.
(b)   Professional Experience: Professional work experience in relevant areas such as above (a) at an institute or university or industry of repute for a period of at least 7 years for M.Tech. plus Ph.D. or 10 years for M.Tech./M.E., with evidence of leadership. The experience should be substantiated by consistent productivity/performance with respect to at least one of the following: (a) high impact SCI publications (b) competitive quality patents (leading to licensing, translation or tangible superiority in the relevant field) in chemical engineering/process engineering for bioproducts/semi-bioproducts, (c) demonstrated consultancy or other such projects executed in public or private sectors related to bioprocessing with specific and significant technological ingenuity  of contribution and outcome.

Desirable Qualifications: Possessing leadership in one or more of the following:

(i)                              Technical experience of designing, installing and running a processing plant particularly                  bioprocessing plant.
(ii)                            Experience of up-scaled production in a pilot plant beginning with bench                                         scale inputs/information/leads.
(iii) Experience of working in/for a chemical processing/bioprocessing based industry of repute with   consistent actual involvement in the   technology and/or process for product(s) generation.
(iv)              Patents/publications density around specific process(s) relevant to bioprocessing.
(v)                            Significant participation in designing/improving, installation and operation of a sizable                   translational facility for  specific agri-produce processing based product(s).
(vi)              Demonstrated ability of bulk production of phytochemicals, chemicals and other products from    biological materials.

Job Requirements: This is a leadership position to carry out assimilation of the existing technologies of diverse origin and translate them for up-scaled production considering all techno-economic aspects of the feed stock bio-resources, processing and the end product(s). The position bears the responsibility of technical execution and management of the processing plant (covering design, installation and operational domains). The position particularly attracts an experienced person with passion to development of lead knowledge and technology guided demonstration units of different production scales from diverse bio-resources of value added usage. The assignments could be dynamic in tune with the requirements of the institute from time to time.

2.  Processing Plant Engineer: (Chemical Engineering/Processing Technology):  PB-3 (`Rs. 15600-39100) Grade Pay of  Rs. 7600 (higher start within the scale is possible for a deserving case): One Position (Unreserved)

     Age limit: *50 Years.

     Essential Qualifications:
(a)    Educational: Ph.D. or M.Tech./M.E. in Chemical Engineering/Chemical Technology/Process Design/Process Engineering/Processing Technology/ Process Engineering/ Food Technology/Engineering.

(b)      Professional Experience: Professional work experience in relevant areas such as above at (a) in an institute or university or industry of repute of at least 5 years for M.Tech./M.E. plus Ph.D. or 8 years for M.Tech./M.E. degree holders, with evidence of leadership. The experience should be substantiated with demonstrated consistent productivity/performance with respect to at least one of the following: (a) high impact SCI publications related to chemical engineering/process engineering for bioproducts generation in bulk and/or (b) relevant bioprocess/bioproduct patents with strengths of licensing, translation or of tangible superiority in the field of competition and scope and/or (c) demonstrated consultancy or other such projects executed in public sector organizations or private sectors related to bioprocessing with significant technological ingenuity/ contribution and outcome.

Desirable Qualifications: Experience in one or more of the following:

(i)                              Process or product development patent portfolio relevant or related to agri-processing/bio-             processing.
(ii)                Consistent track-record of technical work of process translation/optimization/up-scaling                leading to quantifiable output in a reputed organization having R&D or innovational strength.
(iii)              Experience of working on separation/production process(es) or development/translation/up-          scaling of a process.
(iv) Innovation of processes/application of processes of linkage with/relevance to                                  industry/entrepreneurship/start-up companies
(v)                Experience of working in an industry of repute with production portfolio of chemical                    processing/bioprocessing based bulk products and with core involvement in the technology and    process of the product(s).

Job Requirements: This is a senior/lead innovational-cum-developmental engineering position with key focus on use of technological processes for production of up-scaled value-added products from the feed stocks of biological origin (agro/food/feed etc.). The position requires development and functionalization of general as well as an array of process/product-specific facilities, their usage for demonstration and delivery of quality products and their commercial perspectives. It also involves innovations on feed stocks to produce quality products from them. The position particularly attracts a creatively thoughtful person with passion to effectively undertake ground work and to deliver tangible results, keeping in view techno-economic and scalability considerations of the processes and products based on secondary agriculture. Understanding and implementation of quality controls and enabling production in a cGMP environment for the bulk products would also be required.

3. Scientist E or Scientist D (Production Chemist): For Scientist E: Pay Band-4: (Rs. 37400-67000  with Grade Pay of Rs. 8700); For Scientist D: Pay Band-3: (Rs. 15600-39100 with Grade Pay of Rs. 7600) One Post (Unreserved).

     Age limit: *Below 55 Years for Scientist E and *50 Years for Scientist D

     Essential Qualifications:
(a)    Educational: Ph.D. in Organic Chemistry or Chemistry with specialization (Thesis) in Organic Chemistry/Natural Product Chemistry

(b)   Experience: At least 10 Years for Scientist E and 8 Years for Scientist D experience in isolation of metabolites/biomolecules from natural resources (plants, microbes, animals) and their structure elucidation, quality control, with evidence of leadership manifested by one or more of the following:
(i)                  High quality publications in SCI journals
(ii)                            Quality patents
(iii) Results/leads in practice or pipeline of translation
(iv) Volume production of valuable metabolites from bio-resources
(v)                Biochemical or Chemical processes/technologies developed for transformation, semi-                     synthesis, recovery of compounds
(vi) Biochemical products of utility identified/advanced in quality

Job Requirement:
To develop and lead a team of chemical and biochemical processing researchers/technical workers/innovators with key focus on value-additive transformation of biomass, recruitment/validation of such processes for potential applications/products  related to agri-food,  agro-industry and agri-mass supply and agri-waste  scenario etc. Collateral activities expected are process economics, process scalability, process sustainability and product analysis/quality control, stabilization/stability evaluation. An inter-disciplinary orientation of thoughts and actions is also necessary for linkage/utility of the work and to perpetually serve the mandate of the institute. Other such bioprocessing relevant tasks may also be expected as per needs of the institute from time to time.

4. Scientist C (Microbiology/Fermentation)- Pay Band-3: (Rs.15600-39100 with Grade Pay Rs. 6600): One Post (Unreserved).
     Age limit: *45 Years

     Essential Qualifications:
(a)    Educational: Ph.D. in Microbiology with specialization (Thesis) in Food or Feed or Dairy Microbiology/Fermentation or M. Tech./M.E. in Fermentation Engineering/Fermentation Technology/Microbial Technology.

(b)   Research or Industrial Experience: Four Years relevant R&D experience in the area of translation of metabolic abilities of microbes or fermentation technology or engineering/industrial microbiology or enzyme technology in an institute or university or reputed industry. The experience should be substantiated by demonstrated output with respect to one or more of the following:

(a)        SCI publications and quality patents related to microbial fermentation based products and/or        microbial biotransformation.
(b)         Identified/Developed new/novel microbial species/strains of bio-production advantage
(d)         Experience of large scale maintenance, handling and processing of microbial cultures
(e)         Identification, characterization of microbial species, genetic transformations and    synthetic          biology

Desirable Qualifications:
ExperTangible outputs on applied aspects of microbes for bioprocessing with respect to development of value-added products of diverse nature/utilities originating from biological feed stocks and/or their preparations, downstream processing, bioreactor-aided production etc.

Job Requirement:

To collect/procure/develop/identify and use microbial cultures (including fungal, yeast, bacterial cultures) of bioprocessing advantage, fermentative cultures, downstream processing, up-scaled and optimized production through microbial metabolism/biotransformation, up-scaled isolation/production of enzymes from microbial cultures and other such bioprocessing relevant tasks, bioreactor aided production of valuable products.

5. Administrative Officer: Pay Band 3 (Rs. 15600-39100) with Grade Pay of Rs.6600/- One Post (Unreserved).

Age limit: *45 Years
Essential Qualifications: Graduate in any discipline and experience in administration/Accounts/Execution of stores and purchase processes and procedures as under:
For Deputation: The candidates holding analogous post or five years service on lower posts in the pay scale of Rs. 15600- 39100 in PB-3 with GP of Rs. 5400/- OR

The candidates having worked in the pay scale of Rs 9300-34800 in PB-2 with GP of Rs. 4600/- for at least 7 years or in the pay scale of Rs 9300-34800 in PB-2 with GP of Rs. 4800 and Rs. 15600-39100 in PB-3 with GP of Rs. 5400/- with total of 6 years service in administration, accounts, house-keeping, establishment matters with at least graduate qualification in any discipline

Job Description:
Holding the responsibility of stores / purchase, inventory management, physical stock verification, general administration of stores, personnel, secretary to various purchase committees, forecasting stores, time bound and efficient execution of assignments as per standard purchase procedures and provisions of the Government of India/autonomous institutes of the central government, enabling maintenance of the facilities and services, rate contractual procurement mechanisms in  a professional manner as required by the institute from time to time. To carry out any other works of the institute as per assignment/exigency.
7. Management Assistant: Pay Band 2 (Rs. 9300-34800 with Grade Pay of Rs. 4200/-): One Post (Unreserved)
     Age limit: *30 Years
Essential Qualifications:
Graduate with minimum 3 years experience in the pay band of Rs 5,200-20,200 in PB-1 with Grade Pay of Rs. 2,400/-

Desirable: Persons having training/experience in administration/finance/office management/secretarial work etc. and/or efficiently working with computers including usage of standard application software.


Selection Process:
  1. The applications received against the advertised positions would be screened by a Screening-cum-Shortlisting Committee constituted for the purpose.
  2. The candidates from amongst the eligible candidates would be short-listed by the Screening-cum-Shortlisting Committee on the basis of qualifications, nature and quality of experience etc.
  3. If required a written test or other professional test(s) may be conducted by the institute for assessing the capability/intellect and/or professional competence and/or comparative evaluation for pe-screening before interview.
  4. The Screening-cum-Selection Committee would make a decision as to the number of candidates to be recommended for calling for interview with respect to each position.
  5. The short listed candidates would be called to appear for an interview before a Selection Committee for the final selection.
  6. In the event of none of the interviewed candidates is found suitable for the position(s), the post(s) would not be filled.

General Conditions
1.      The date for determining the age, experience, qualifications etc. shall be the last date of receiving applications at BPU.
(*Age limit for candidates to be considered on deputation on foreign service terms is 56 years, as per Govt. of India rules, and upper age limit is relaxable for SC/ST/OBC/Women etc. as per Govt. of India rules)

3.      Candidates on direct selection shall be governed by New Pension Scheme of Central Government made effective from 01-01-2004.

Sahi said work was on to strengthen 383 incomplete secondary schools and 161 new higher secondary schools. The number of high schools in the state was 3,900 which include 68 government high schools, 72 minority high schools, 250 project high schools, 2,536 nationalized high schools, 963 upgraded high schools and 11 government Sanskrit schools. Besides, there are 429 Sanskrit schools; 1,128 madrassas (including nine for girls), 517 'anudanit' secondary schools and 463 'anudanit' senior secondary schools.

He said the average attendance of children in elementary schools was 62% with the maximum 71% recorded in Jehanabad and West Champaran districts. According to the minister, the state government has decided to introduce UTI's 'Retirement Benefit Pension Fund' for primary, secondary and higher secondary teachers. A sum of Rs 200 would be contributed to the fund every month by the teacher and the government each.

There is a move to construct examination halls for conducting university examinations in every district of the state. The preparation of curriculum for Nalanda International University is being expedited, the minister said and added there was a plan to convert 19 colleges of the state into centre of excellence.

Dutch actress Sylvia Kristel, whose iconic ‘Emmanuelle’ role symbolized the sexual revolution of the 1970s and who spent years fighting drug addiction, has died aged 60 after a battle with cancer.
    “She died during the night in her sleep,” agent Marieke Verharen said of the actress who had been admitted to an Amsterdam hospital in July following a stroke.
    Kristel was catapulted to fame in 1974 aged just 22 by her first movie, ‘Emmanuelle’ which recounted the erotic adventures of a young woman in Asia. A worldwide success, the French film was shown in a cinema on the Champs-Elysees in Paris for 13 years, and seen by at least 350 million people around the world, but Kristel never learned to live with her fame.
    The image used in the film’s promotional poster of Kristel sitting semi-naked in a wickerwork Peacock chair is seared into the minds of a generation of both men and women. With her short-cropped hair, innocent features and slender frame, she lured movie-goers with her “natural erotic attraction” and made “soft-core pornography acceptable”, Dutch media said,
    She soon became typecast in erotic roles, and admitted to taking acting jobs in the 1980s simply to make money to feed her expensive cocaine habit.
